Scroll Bars and Noresize:
Just like any other web page, you can have scroll bars in individual frames, or choose not to.
You can also keep a user from resizeing your frames.
Both of these are done in the properties inspector
Scroll Bar options:

Yes: scroll bars
No: no scroll bars
Auto: let the browser decide if the content needs
to scroll (if he content will not all fit in)
Default: Use default settings which are preset to
auto.
Noresize:
Simply a check box in the properties inspector. Either noresizing, checked,
or resizing (unchecked)
