You can use the HDTV template and crop the Quicktime file in an editing program to meet NTSC standards.
Suggestion:
For really high quality HDTV, use a higher resolution, such as 1920 X 1080,
and publish out at 720 X 480 uncompressed (Avid Xpress DV takes this, while
Final Cut Pro needs 720 X 486, do what makes sense for your editing system).
Scale the file to 720 X 540 in a video editing program. Export uncompressed.
Then Use After Effects non-Interlacing filter (settings: 0.8 to 1.2) to blur
a bit which will keep jagged lines from showing up. Export out of After Effects
uncompressed.
You can then use the higher (1920 X 1080) resolution for your HDTV output. You will probably still need to use the After Effects non-Interlacing filter.
