Movie properties, such as dimension, background color and frame rate are set in the movie properties dialog box. These properties really differ depending on the project at hand. The important thing to remember is to watch the frame rate of your animation and check to see the speed that it is playing at.

To set settings:

Modify>Document

or

double click the frame rate number in the timeline.
